Summary
Executive Summary
More than 50% of the global population already lives in urban settlements and urban areas are projected to absorb almost all the global population growth to 2050, amounting to some additional three billion people. Over the next decades the increase in rural population in many developing countries will be overshadowed by population flows to cities. Rural populations globally are expected to peak at a level of 3.5 billion people by around 2020 and decline thereafter, albeit with heterogeneous regional trends. This adds urgency in addressing rural energy access, but our common future will be predominantly urban. Most of urban growth will continue to occur in small-to medium-sized urban centers. Growth in these smaller cities poses serious policy challenges, especially in the developing world. In small cities, data and information to guide policy are largely absent, local resources to tackle development challenges are limited, and governance and institutional capacities are weak, requiring serious efforts in capacity building, novel applications of remote sensing, information, and decision support techniques, and new institutional partnerships. While ‘megacities’ with more than 10 million inhabitants have distinctive challenges, their contribution to global urban growth will remain comparatively small.
Energy-wise, the world is already predominantly urban. This assessment estimates that between 60–80% of final energy use globally is urban, with a central estimate of 75%. Applying national energy (or GHG inventory) reporting formats to the urban scale and to urban administrative boundaries is often referred to as a ‘production’ accounting approach and underlies the above GEA estimate.

We have deposited and investigated thin films of lanthanum hexaborate with 1% of the lanthanum replaced by cerium. In bulk single-crystalline form, this material has, due to the Kondo-mechanism, the highest known Seebeck coefficient at sub-K temperatures. Thus it is a good candidate for several thermoelectric applications at very low temperatures. We are studying the kinetic properties of thin films such as the conductivity and Seebeck coefficient as a function of temperature and the dependence of these properties on film thickness, substrate material and deposition conditions. The consequent theoretical performance limits on the device applications of these films are considered with a focus on detectors and refrigerators.

Zinc composition variation and gross structural defects including grain and tilt boundaries, twins, and mechanical cracks in high pressure Bridgman Cd1−xZnxTe are characterized and correlated to various detector-related responses. Triple axis x-ray diffraction, double crystal x-ray topography, infrared microscopy, and etch pit density measurements are used to reveal and quantify the spatial distribution and the nature of the structural defects. Mechanical cracks in the material are found to act as conductive “shorting paths”, indicated by excessive leakage currents and reduced charge (electron) collection measured along these cracks. Reduced charge collection is also obtained across grain boundaries and in regions with poor crystallinity, indicating that they serve as carrier recombination sites. Finally, the effects of the zinc composition variation on the measured leakage current and the amount of electrons collected are found to be masked by gross structural defects. These characterization techniques provide a wealth of information which can be used not only to study the relationship between the structural and device properties of CdZnTe but also to screen production material for subsequent device fabrication.

Cadmium Zinc Telluride (CZT) shows great promise as a semiconductor radiation detector material. CZT possesses advantageous material properties over other radiation detector materials in use today, such as a high intrinsic resistivity and a high cross-section for x and γ-rays. However, presently available CZT is not without limitations. The hole transport properties severely limit the performance of these detectors, and the yield of material possessing adequate electron transport properties is currently much lower than desired. The result of these material deficiencies is a lack of inexpensive CZT crystals of large volume for several radiation detector applications. One approach to help alleviate this problem is to measure the spatial distribution (or map) the electrical properties of large area CZT wafers prior to device fabrication. This mapping can accomplish two goals: identify regions of the wafers suitable for detector fabrication and correlate the distribution of crystalline defects with the detector performance. The results of this characterization can then be used by the crystal manufacturers to optimize their growth processes. In this work, we discuss the design and performance of apparatus for measuring the electrical characteristics of entire CZT wafers (up to 10 cm × 10 cm). The data acquisition and manipulation will be discussed and some typical data will be presented.

In the fabrication of mercuric iodide (HgI2) room temperature radiation detectors, as in any semiconductor process, the quality of the final device is very sensitive to the impurities and defects present. Each process step can change the effects of existing defects, reduce the number of defects, or introduce new defects. In HgI2 detectors these defects act as trapping and recombination centers, thereby degrading immediate performance and leading to unstable devices. In this work we characterized some of the defects believed to strongly affect detector operation. Specifically, we studied impurities that are known to be present in typical HgI2 materials. Leakage current measurements were used to study the introduction and characteristics of these impurities, as such experiments reveal the mobile nature of these defects. In particular, we found that copper, which acts as a hole trap, introduces a positively charged center that diffuses and drifts readily in typical device environments. These measurements suggest that Cu, and related impurities like silver, may be one of the leading causes of HgI2 detector failures.

Mercuric iodide (HgI2) is a semiconductor that has shown great promise for use in roomtemperature high-resolution x-ray and gamma-ray spectrometers. Its widespread usage has been limited, however, by low yield and long-term reliability problems. The processing of this material is still in its infancy compared to silicon, so research efforts continue to pursue the root causes of device failures. Two likely sources of performance limitations are impurities and poor contacts. Significant efforts have been expended in developing and using various purification schemes. However, quantitative chemical analyses have shown that several metallic impurities still exist at the high ppb level. In addition, it has not yet been definitively determined which impurities are most problematic and at what level they have a detrimental effect. Leakage currents and currentvoltage measurements have been used to study the movement of mobile impurity-related defect centers in the bulk mercuric iodide. In particular, this method has been used to quantify the drift of metallic impurities, such as Ag and Cu, which are known to or believed to degrade HgI2 detectors. Four-point-probe sheet resistance measurements have been used to study the stability of contacts and the formation of reaction layers. In particular, such measurements have revealed that the Pd contacts currently used for the highest quality detectors are not as stable as previously thought, as the films of Pd react with the HgI2 to form the amalgam PdHg.

In early 1892, Arthur MacDonald, a young docent in applied ethics from Clark University in Wocester, Massachusetts, traveled to Washington to assume the duties of specialist in education “as preventive of pauperism and crime” for the United States Bureau of Education. Hired by the Hegelian philosopher and Commissioner of Education, William T. Harris, he quickly won the approval and praise of his superiors. By the middle of the decade, however, Harris became aware of several disturbing tendencies in his new clerk-specialist. Instead of gathering material for use by educational experts, MacDonald was accumulating “laboratory instruments” for the study of anthropometrics (the measurement of physical characteristics and speculation about their effects upon psychology). Worse, some of the material MacDonald presented to the department, and some which he published in outside books and articles, showed that he was advocating controversial theories of criminology inspired by Cesare Lombroso in Italy and Alphonse Bertillon in France. MacDonald thought he had found a direct link between physical appearance and criminality, insanity, and poverty, in other words, a system of physical stigmata. On the basis of this, he proposed to reorient education from its traditional emphasis upon development toward considerations of hygiene.
